My name is deKoven Anthony James Sr, I am a California native raised in Long Beach, California and graduated from Long Beach Poly High School and the University of Idaho with a Bachelor of Science degree in Political Science. If you are curious my first name deKoven is Dutch. My mother named me after a family doctor. Also, my oldest son is named deKoven. I have six grown children: four girls, two boys, and Seven grandchildren. My wife Cherita (deceased) and I raised are family in the City of Chino and Pedley (City of Jurupa Valley). For the past 10 years I have lived with my mother Queen James in Placentia, California.
I began my 15-year civil service career as Planning Technician for the City of Kennewick, Washington. Returning to California, I then worked my way up the career ladder in several communities, including; Land Use Analyst in City of Garden Grove, Assistant Planner in the City of Santa Ana, Senior Planner for the Cities of Ontario and Fontana, California, and Las Vegas, Nevada. In the 1994, I was recruited for a newly created Planning Facilitator position for VTN Nevada, a civil engineering, planning, and surveying consulting firm in Las Vegas, Nevada. At the time Las Vegas was one of the fastest growing communities in United States. My principle duties were to manage all project coordination, tracking and scheduling, and client representation for over 300 residential tract subdivisions, retail shopping centers, and spec industrial buildings per year. My major project accomplishment was representing Ralph Engelstad, former owner of the Imperial Palace hotel and casino (The LINQ Hotel) project application to obtain the Clark County Planning Commission and Board of Supervisor's approval for the Las Vegas Motor Speedway's $72 million superspeedway project in 1994 and completed construction in 1996. Having achieved my personal goal of working for a civil engineering firm, I accepted a Project Manager position with Fortney Associates, a architect and planning firm located in Irvine, California. Forney Associates were the principle architect, surveyor, and planning consulting firm for American Stores, parent company of Lucky's and Sav-On Drug stores.
My position with Fortney Associates exposed me to the business operations of American Store's corporate real estate, and construction management team involved with the roll out of enterprise projects. Further, I learned the importance of completing necessary due diligence through the preparation of American Store's Phase I & II Entitlement Procedures. My employment with Fortney lasted less than 2 years, but the knowledge learned working with experienced real estate brokers and senior construction managers provided me the experience for starting my own business. In 1997 I established de Koven James & Associates (DKJ & Associates) consulting firm in Placentia, California. My mission was to provide professional land use planning, project management and entitlement services to a variety of emerging and established commercial businesses; as varied as national fast food and health club chains; to family owned restaurants, laundromats, coffee shops; and start-up commercial business ventures. In the14 years I owned and operated DKJ & Associates, we established a reputation for our competency, integrity, and business friendly approach navigating our client's projects through perfunctory agency regulations to most challenging agency review processes and while managing projects closely. In 2009 DKJ & Associates was honored to receive from the City of Ontario Planning Commission the Planning Design Award in recognition of our dedication to excellence in planning and design.
